It is generally known that one of the activities of the Independent Institute for monitoring of the formation of civil society (IIMFCS) is to monitor the implementation of legal acts and improvement of the practical aspects of the election process. In this regard, the Institute monitored the processes of the organization of elections of the President of the Republic of Uzbekistan, which were held on March 29, 2015.
As a result of compilation and analysis of the results of monitoring the progress of the organization of presidential elections, by experts of the Institute were prepared proposals for further improvement of the electoral legislation in the direction of liberalization and maximum transparency for civil society and the international community.
It should be noted that the proposals of the IIMFCS were reflected in the Law of the Republic of Uzbekistan "On introducing amendments and addenda to some legislative acts of the Republic of Uzbekistan", which the senators discussed at the fourth plenary session of the Senate of Oliy Majlis of Uzbekistan held on December 3-4, 2015 in Tashkent. In accordance with the law, a number of changes implemented to electoral legislation, in particular, the laws "On the elections to the Oliy Majlis of the Republic of Uzbekistan", "On the Central Election Commission of the Republic of Uzbekistan".
In this case, the proposals elaborated by IIMFCS on reducing the number of signatures to nominate a candidate for the presidency from 5 to 1% of the total electorate; prohibition to campaign on the day before the election (Day of Silence); specifying the issues of election campaigning; laid down established practice of issuing mandates to observers from foreign states and international organizations on the part of the CEC to law "On elections to the Oliy Majlis of the Republic of Uzbekistan".
